Rules in libraries are necessary.Libraries are not only the places that have a lot of information but also are good places for study.Libraries are always quiet,therefore people can concentrate on what they are doing.If peopletalk inside the libraries,they would disturb others.If the someone's cellphone rings,it also bother others.Even though some people did accidently,that is not nice.Therefore no talking in the libraries and no cellpone are the main rules.
