as at 不是一个固定短语,at应该是引导后面的一个介词短语.

as of:

a.到...时止

I know that as of last week he was still unmarried.

我知道到上星期为止他还没有结婚.

up to:

a.正在做(直到,相当于,胜任,该由...决定)

1.Up to yesterday,I thought he was single.

直到昨天,我一直以为他是独身.

2.He is not up to his work.

他不胜任工作.

3.It's up to you to decide.

由你决定.

4.It's up to him to do it.

这事该由他做.

5.I don't feel up to the task.

我不能胜任这工作.

6.I leave it up to you.

我让你自己决定.
