In my opinion, this requirement may not act as well as the school expects. It does have some advantages such as help students understand waht the real meaning of "community service" is, while urge them to work, to communicate, and to learn something out of dealing with all kinds of situations. However, using the time of community service as a part of the graduate certificate is everything but an effective management. First, this gives students chances to fasify when they are asked to give a report on that. Second, it is the go-aheadism that counts in community service activities, not how much time you spend on it. And third, which is the most important, this shows how powerless and lack of method our school now is on encouraging students to contribute to causes of the public good.
Now since the students come to know that even community service can be a trick to graduate, will lots of them remain respect on it after their graduation? I strongly doubt that.
