The first two parts of the inscription can be viewed as a whole,similar to an antithetical couplet.As you said,they are "connected with each other"."春山如笑 福气迎人",is a personified expression and contains a metaphorical expression.It means that the beautiful natural scenery in the mountains is like good fortune which can make people happy and auspicious.The third one is possibly an embroiderer's name,generally,a painter of the traditional Chinese painting is wont to inscribe his/her name in the lower left corner of his/her finished painting.Therefore,in this picture,the name maybe refers to the embroiderer of the cross-stitch product.
